On Friday, May 22, Prime Minister of Ukraine Arseniy Yatsenyuk has checked progress in the installation of the Ukrainian-Russian state border at the checkpoint Senkivka (Chernihiv region).
The Prime Minister has inspected engineering works, built in the first phase of the installation of the "European Rampart" and got acquainted with the samples of equipment and latest border guard facilities.
He recalled that work on the construction of the state border "European Rampart" had been launched last year. This project, Arseniy Yatsenyuk stressed, "should enable Ukraine to protect its territory first of all - from subversive groups, Russian terrorists and bandits, from illegal border crossing, illegal migration, weapon and drug traffic."
The Prime Minister has highlighted that this should be the first border, which, in particular, makes it possible not to allow the Russian military to get on the territory of Ukraine.
Arseniy Yatsenyuk emphasized that the "European Rampart" project became "actually electronic control system over the state border." It provides four possibilities for electronic identification - "both on the ground and from the air, including involving unmanned vehicles", "The whole system is reduced to one panel, and the operator takes decisions with regard to the fact who crossed the border - whether it manpower or equipment. He then instructs either to detain or to destroy those who infringe the territorial integrity and security of the Ukrainian state."
According to the Prime Minister, fences will be installed only in the area of border crossing points: "There will be engineering structures and electronic monitoring along the state border line aimed at protecting the entire border. Including combat modules as mobile and stationary, their purpose is to defeat those goals that pose a threat to the Ukrainian state."
"We have completely changed the ideology. Electronic means are ten times more effective because they enable to control the entire border," he stressed.
Arseniy Yatsenyuk emphasized that much had been done in terms of design documentation, thus the state enterprise "Directorate for construction and operation of cross-border infrastructure" had been established.
The Prime Minister noted that the first draft of the "European Rampart" had valuated at up to $1 billion.However, following consultations with experts from the US, Israel and EU, the Government managed to cut the costs of the project five times.

The total amount of funds envisaged by the project makes up UAH 4 billion: "UAH 2.5 billion will be forwarded for electronic tools and the so-called "iron", UAH 1. 5 billion – for construction activities".
Arseniy Yatsenyuk stressed that out of these UAH 4 billion "the sum worth UAH 1.5 bln will return to the State budget in taxes”, as to implement the project there engaged mainly Ukrainian enterprises, "which both perform construction and installation activities and produce equipment that will be used on the state border of Ukraine".
"So this project has two goals. The first and main goal is to protect from the Russian saboteurs and terrorists. The second is to create new jobs, conclude public contracts and develop Ukrainian science", stressed the Head of Government.
He recalled border development projects demonstrated by Ukrainian companies: "I can admit I'm proud of those scientific developments demonstrated the Ukrainian companies today – they are world-class solutions."
"I hope that we will have orders from our western partners regarding how to equip the state border", he added.
Arseniy Yatsenyuk informed that the European Rampart project envisages the completion of the entire engineering and electronic system within four years: "Until the end of 2018 the entire Ukrainian-Russian state border will be built, assembled and will effectively protect Ukraine from Russian terrorists".
During a visit of a checkpoint the Prime Minister inspected the progress of construction of engineering facilities, which include a system of artificial obstacles on the possible directions of machinery traffic, guard towers and observation posts, a solid ditch, the fence, alarm devices and so on. There have also been installed elements of engineering arrangement of the checkpoint, protective structures to shelter passengers and staff.
The coordinator of the state border development project Ihor Poludenko reported that through 2014-2015 there had been built 115.2 kilometers of anti-tank structures, 82 km of lateral roads, 417 kilometers of the buffer strips, 10 km 750 meters of barriers. There have been installed 49 observation towers in all areas of Sumy, Kharkiv and Chernihiv regions. In general for this scope of work there has been spent UAH 160 million, which were obtained in the shape of the international technical assistance.
By the year’s end the State Budget envisages 300 million UAH for the construction of the European Rampart. Using the aforesaid funds by September 1 it is planned to construct anti-tank structures – 385.7 km, barriers - 90 km, 7 strongholds of the buffer strip, 214 km of the buffer strip and lateral road - 214,5 km.
